Rowhouses and twins are a different kind of job
Roughly four in ten Philadelphia homes were built before 1940, and most are brick rowhouses and twins. That changes what “new siding” means:
- Smaller areas. Siding is usually on the rear wall, the side wall of an end unit or twin, a bay, a dormer, a third-floor addition or a porch enclosure – often a few hundred square feet rather than a whole house.
- Harder access. Rear walls face narrow yards and alleys. Materials are carried in by hand, scaffolding has to fit tight spaces, and the neighbor’s property has to be protected.
- Roof-to-wall joints. Rear additions and shed roofs meet the main wall at joints where leaks often start. Good flashing there matters more than the siding itself.
- Old layers and old materials. Aluminum over old wood, asbestos-cement shingles and lead paint are common. Removal and lead-safe work add time and cost.
So a Philadelphia rowhouse job can be small in total but relatively expensive per square foot. Frame single homes in Northeast and Northwest Philadelphia are priced more like suburban jobs.
What adds to the price
- Tear-off and disposal of old siding, typically $1,000 to $3,000 nationally on an average home; less on a small rear wall, more with several layers.
- Asbestos-cement shingles. Philadelphia has its own additional rules for renovating buildings that contain asbestos, beyond state and federal rules; plan for testing and proper handling.

- Sheathing and framing repairs, typically $500 to $5,000 nationally depending on what turns up.
- Trim, soffit and fascia, especially at rear additions and bays.

Philadelphia’s permit: the EZ Exterior Walls permit
Pennsylvania’s Uniform Construction Code generally excludes installing vinyl or aluminum siding on existing homes, but the City of Philadelphia runs its own permit process. Its Department of Licenses and Inspections offers an EZ Exterior Walls permit for new exterior wall coverings on townhouses up to three stories, issued without plans when the work meets the permit’s conditions and design limits. Covered materials include vinyl, fiber cement, wood siding, shakes and shingles and stucco. Historic properties need Philadelphia Historical Commission approval first, and facade changes in certain designated areas need City Planning Commission approval. Ask the contractor to pull the permit in their name before work starts.
Vinyl or fiber cement in Philadelphia?
Vinyl is the most common choice for rear walls and additions: it is the least expensive, never needs paint and is easy to handle in tight spaces. Fiber cement costs more and weighs more, but it is non-combustible, resists impacts and gives a painted-wood look that suits older homes and historic blocks. On homes where fire separation between closely spaced buildings is a concern, ask the contractor what the code requires for your wall.
Small repairs versus full re-siding
If only a few panels are cracked or missing, a repair is far cheaper: HomeAdvisor reports vinyl siding repairs in nearby Norristown averaging about $769. The catch is matching – older panels fade and many profiles are discontinued, so a patch may stand out.
Resale value
In the 2025 Cost vs. Value Report for the Middle Atlantic region, vinyl siding replacement recouped about 96% of its cost at resale and fiber cement about 99%. On rowhouses, rear-wall siding is less visible to buyers than a front facade, but inspectors and appraisers do note failing cladding, water damage and old asbestos or lead – so a well-documented re-siding job still helps a sale.
Hiring rules in Pennsylvania
Contractors who do $5,000 or more of home improvement work a year must register with the Pennsylvania Attorney General, and the registration number has to appear on contracts and advertising. Home improvement contracts of $500 or more must be in writing, and you have three business days to cancel. Look up the registration before you sign.
A worked example for a twin
Consider a Philadelphia twin with siding on the exposed side wall and the rear, about 900 square feet in total. When to schedule
Philadelphia contractors are busiest in spring. Late summer and fall are often easier to schedule, and fall weather is usually good for installation. Vinyl can be installed in the cold with extra clearance, but tight rowhouse jobs are easier in mild weather, and paint and sealants have minimum temperatures.
How to get comparable quotes
- List exactly which walls are included – rear, side, bay, dormer, addition
- Ask each contractor how they will access the rear and protect neighboring property
- Ask about asbestos and lead, and how they are priced and handled
- Make sure flashing at roof-to-wall joints and around windows is in the scope
- Confirm who pulls the EZ permit and whether historic or planning approval applies
- Get the product line, warranty and payment schedule in writing
