Hampton Roads lives with coastal weather: salt air, humidity, nor’easters and hurricane season. Siding here has to handle strong wind and driving rain, so the choice of product and the quality of installation matter even more than inland.
The region’s large military and suburban neighborhoods in Virginia Beach, Chesapeake, Newport News and Hampton were built mostly from the 1960s through the 2000s, and a lot of the original vinyl is faded, brittle or damaged by storms.
On the Eastern Shore and along the water, owners often choose fiber cement or high-wind-rated vinyl, stainless or coated fasteners and careful flashing to protect against salt and wind-driven rain.
Hurricane Isabel set the benchmark
Hampton Roads sits where the Chesapeake Bay meets the Atlantic, and storms test every wall. When Hurricane Isabel came through in September 2003, National Weather Service records show gusts of 60–75 mph along the coast, with estimated gusts of 80–90 mph along the lower Chesapeake Bay. The tide at Sewells Point in Norfolk reached 7.89 feet, just inches below the record set in 1933, and flood water closed the Midtown Tunnel for nearly a month. About 94% of homes in Hampton Roads lost power in the first hours, and falling trees damaged hundreds of houses in Hampton, York County, Williamsburg and Smithfield.
Isabel was the extreme case, but nor’easters and tropical storms bring damaging wind and wind-driven rain almost every year. Siding here must be fastened for high wind, soffit must be secured, and a well-lapped weather barrier and flashing have to handle rain blown sideways.
Salt air, humidity and the housing mix
Along the Oceanfront, Chesapeake Bay beaches, Poquoson and the Eastern Shore, salt spray corrodes fasteners and trim and sun and humidity wear out paint and wood. Fiber cement, quality vinyl with a reinforced nailing hem, and PVC or aluminum trim are common choices; ask about corrosion-resistant fasteners on homes near the water.

Flood water and siding: what to know
Norfolk, Portsmouth, Hampton and parts of Virginia Beach and Chesapeake see tidal and storm-surge flooding; during Isabel, the tide at Sewells Point came within inches of its all-time record. Siding does not keep flood water out – water rises behind it through the bottom of the wall. After a flood, wet insulation, soaked sheathing and wallboard usually need to come out so the wall can dry, and the siding on the lower part of the wall is often removed to get to them. If your home is in a flood zone, ask your contractor about materials that tolerate getting wet, such as fiber cement and PVC trim, about keeping clearance above grade, and about documenting the work for your flood insurance. For wind, the focus is on high-wind fastening schedules, secured soffit and a well-lapped weather barrier.

Rules that apply in Virginia
Virginia license. Contractors in Virginia need a license from the Department of Professional and Occupational Regulation (DPOR) once a job reaches $1,000; the license class (A, B or C) depends on the size of the projects they take on. Ask for the license number and check it online – homeowners who hire unlicensed contractors often have little recourse if something goes wrong.
Permits. Under the Virginia Uniform Statewide Building Code, replacing or installing siding on one- and two-family homes is exempt from permits – but only where the design wind speed is not greater than 100 mph, and localities may require a permit for siding in designated historic districts. Many coastal areas have higher design wind speeds, so ask your contractor or the local building department whether your address needs a permit and who pulls it.
Homes built before 1978. Paint on old wood siding and trim may contain lead. Under the EPA’s Renovation, Repair and Painting rule, a contractor who disturbs more than 20 square feet of painted exterior surface on a pre-1978 home must be an EPA-certified firm and use lead-safe work practices. It is a fair question to ask before you sign.
